You're using a mid-range laptop with an i5-5200u processor and 8GB RAM, paired with an NVIDIA 940M GPU. You're experiencing a situation where the CPU never exceeds its base clock speed of 2.19 GHz, even during intensive tasks like Cinebench at full load. No solutions seem to appear online. Could someone assist you with this issue?

You haven't checked much, have you? Could you share your CPU temperature while using Cinebench? Also, consider installing Intel XTU and experimenting with lower voltage settings to potentially reduce its heat.

It measures performance on a single core, and even at the base clock it's normal to see full utilization.

Because of all the responses, it wasn't due to a power limit or heating problem. I mistakenly installed the incorrect driver, so I switched it out and everything is now functioning properly.
