It's not my problem but my friends problem. Recently, he had one of his hard drives start corrupting and his computer crashes from even full screening a Discord stream. I've went to his house to run some trouble shooting and we've replaced his PSU, bought a new i7 6700k, and it still crashes. From monitoring his task manager, on boot, his CPU sits around 4.00ghz but over time it starts dropping to 0.40ghz. He's been waiting for a new motherboard to come in and as it's a 1151 Intel socket, he's had to wait a couple weeks now for it to arrive. Is there anything else we could try? For specifics: Motherboard: Gigabyte GA-Z170-HD3P CPU: i7 6700k GPU: ASUS 1060 6GB SSD: ADATA 1TB SSD (Windows Boot Drive) HDD: 2x Barracuda 4TB (The corrupted one was replaced with the same HDD)

I typically encounter issues with memory problems when working with an operating system.

He uses 2133MHz DDR4 RAM with two 8GB modules. We initially assumed this might be the problem, so I had a backup 2666MHz DDR4 RAM ready. After installing it, the system powers on but the monitors remain dark and it restarts automatically. It doesn’t let us enter the BIOS to adjust the speed.

Even after resetting the CMOS, it still doesn't work. What are we really discussing?

I cleared the CMOS battery to refresh the BIOS, but it kept restarting. The cooling unit is a Cooler Master Hyper 212 Evo.

Use ThrottleStop to check your throttling issue. Review Limit Reasons to identify any red indicators. BD PROCHOT often causes throttling on older systems. A 6th Gen desktop CPU typically maxes out at 800 MHz, but monitoring tools may not display this accurately.
