The GPU was operating in x2 mode. Replacing it switched it to x16. Issue resolved. Original setup used an Intel Core i7-8700K with Gigabyte X370XP SLI and 16GB DDR4-3000 RAM. New setup features AMD Ryzen 5 5600X, ASRock B550M Pro4 chipset, and the latest UEFI firmware (dated Nov 6, 2020). RAM was 32GB DDR4-3600. Stability problems appeared at 3600 MHz (18-22-22-42), so it’s now running at 3200 MHz. Latest drivers for NVIDIA GeForce RTX 2080 were installed on Nov 9, 2020, but removing them in Safe Mode didn’t help. Benchmarks are available if you need more details.
Are you referring to a reduced load or a decrease in frame rate? NOT identical. I believe the improvement in frame quality from i7 to R5 is enough to let the 2080 operate less intensely, resulting in lower GPU demand. If the frame rate has fallen, it could indicate another unspecified change. EDIT: DX9 might be the issue... have you experimented with DX11/12?
I adjusted my response to clarify the issue. The outcomes appear as DX9. I wonder if the system was recently updated—Windows 10 might support DX11, but not necessarily DX9.

Also, look at the PCI-e setting in the UEFI or BIOS settings.
The GPU operated in double precision mode. Swapping it restored it to single precision. Issue resolved.
