It successfully opened after the Mobo splash in the time you specified, no flickering detected. I’ll run some tests to check for any issues.

In recent bios updates, I faced issues running this memory at CL14 when power was off, but it worked afterward. It’s always a surprise with AMD.

You can also boost the memory voltage to 1.360 to avoid potential drop. Thanks for the help!

I've been using 1.37 volts, which is how I first got it to work with CL14 at 3200Mhz without any memory issues. Probably a bit too high for the Hyundai chipset, but it's fine—it's just a 3000Mhz CL16 board.
