You can create a new map in Battlefield 4 by launching the campaign mode and selecting 'Create New Map.' There isn’t a direct option to join an empty map like in BF2, but you can generate one from scratch.
You can try out vehicles/weapons in the test range instead (it's what its designed to be used for). Or if you would like to choose the map, you can just change the search filters so that only servers with 0 players in them show up in the server search, although people could potentially join your game and you will have the sign across your screen saying 'players 1/4, waiting for more players' or something like that. And to counter this you can just remove the HUD by going into the console and typing ui.drawenable 0. (Typing 1 at the end brings back the HUD). Blueprint

Access the server browser to join any available map. Simultaneously, a Test Range map is present for single-player testing, allowing you to try out all your equipment and sharpen your aim.
