Most expansions are free except for WoD, but you can get DL WoW from Battle.net and then purchase some gaming time. You can reach level 90, which lets you save up for WoD. Unless you prefer to buy WoD with the gaming time together. I haven’t needed to buy Mists before. For your second point, purchasing WoD doesn’t provide game time; you need to buy it separately.
