1) Downloading software without permission is against the law.
2) Paying just 28 pounds isn't that significant.

you can find affordable versions of windows that are officially available for upgrading to win 10 legally. even the technical preview of win 10 includes an upgrade path to the full version. however, if you pirate your copy of windows 7, 8 or 8.1, you might get an upgrade to win 10, but it will remain illegal and likely heavily restricted—limiting your options and possibly reminding you to purchase a legitimate key.
