No, the RAM is physically connected to the CPU. This setup is likely due to the requirement for 128GB, which can be achieved by using two 64GB modules.

Adjusting RAM quantity and clock speed demands a memory reset (unless you're handling BCLK carefully, which can cause issues). This isn't feasible. The nearest option is some boards allow enabling/disabling DIMMs via BIOS, which you might switch on during a restart. The challenge is limited AM5 models—only a few have this feature, mostly on Intel chips from the past decade. Simply swap in two 48GB modules and you should see DDR5 6000 CL30 work with Hynix DIMMs (6400 CL32 rated). Most systems won't need more than 96GB on AM5.

This could be the optimal approach. I had intended to embed a full 50GB virtual machine image in RAM and build software directly inside it, preventing CPU bottlenecks during compilation. My goal was to start with a 192GB DDR5 target.
