Disabling SVID-Support can still influence performance during manual voltage overclocking, even if the voltage itself remains fixed.

Manual voltage isn't the issue here. It might influence certain sensor readings or the CPU's interaction with the VRM, but it directly sets the VRM values. This could change how the CPU handles auto-voltages and possibly the AC/DC Loadlines, though I'm unsure since I don't have an Asus board. If SVID support is turned off, Throttlestop 8.70 can't manage or track voltages in Windows.

He set it off as disabled for the I7 8700K, but switched it back to auto when testing the I7 9700K. He might have thought it would help, though he didn’t see the difference.
