Some searches mention it's a bit tricky, but in simple terms it boosts the usable bandwidth of PCI_e Gen 4. It also aims to cut down delays together with Scaled Flow Control. I don't think it helps your GPU much (maybe just my guess), but it might improve performance for high-end NVMe drives either by reducing latency or increasing data transfer rates when speeds hit their limits.
