Use the Windows installer to build the partition, keep unused space free. The Linux installer will handle the rest. After installation, format the remaining space with NTFS. It works whether you're on Windows or Linux.

Just reduce the size of the C:/ partition, keep it empty, and once you install Linux, create partitions within it.

You don’t need this option. The Windows installer lets you make a custom-sized partition easily.
