Sure, it's feasible though. If the card was damaged, it likely wouldn't switch from 1.1 PCIe to 3.0. Let me know if you're mistaken.

Yes, your PSU isn't performing well at all. I'd really think about getting a better one. That Frisby might be damaging some parts. It seems the system isn't getting steady power.

Changing PCIe versions depends on the standard's backward compatibility. This probably isn't the issue.
