I enjoy playing games but don’t always have much time at home with my setup, so I’m exploring streaming options. I’m considering an HTPC since I see the constraints of a PS4 or Xbox One. To play on the move, I’ve been carrying my 10 lb Asus Rog laptop, which is quite cumbersome. I’m okay with some delay if it means enjoying story or cinematic titles. What I need is something similar to the PS Vita—able to stream games from a PS4 over the internet. For PC, I’d like a portable solution that goes beyond just LAN. I’ve considered a Shield Portable but know they’re nearing the end of their life, so I’m avoiding them. Are there any handhelds that can handle streaming outside LAN? I’m also thinking about building something myself, maybe using a dev kit for the Tegra X1 or a budget Atom chip. Neither of those would work well as a true portable console.

I’d consider a Wi-Fi HDD and a Steam link, perhaps similar to the Motorola LapDock which can likely supply enough power for a Steam link due to its 5V capability. You might face some confusion about mobile power for a gaming PC. A Gigabyte Brix or a Zotac Box with a 19V battery could work, but a laptop remains the best choice. A Dell 7995 would be ideal thanks to its large battery capacity.
