he has played diablo 1 & 2, red alert 1 & 2, chinese paladin (early titles), some early fps, doom 3d / 1942, etc. now he prefers ww2 and plays world of tanks or warships. the issue is that the games have a steep learning curve, so he doesn’t watch many tutorials, which makes it hard for him to enjoy them and often leads to frustration. his lag is also noticeable, and his reaction time is slow compared to what i expect. any relaxing, non-intense games might suit him better?

Imagine a strategy game similar to the Total War series.

Alternatively, you might enjoy GTA V or Watch Dogs. Usually you're just driving around the city, and the controls are straightforward to grasp.

It's a bit detailed, but Stellaris is a solid choice for strategy fans. There are also many mods available that are straightforward to install.
My dad enjoyed these titles:
The Witcher 3, Deus Ex, SkyRim, Red Dead 2
Good luck!

these 3d games are too complex, he didn't pay attention after watching me play
by the way, he can't drive, not even the slow tanks

A few Dirt titles might include platformers such as Giana Sisters. For strategy, consider games like Battle Realms or Rise of Nations.

Portal and Portal 2 are available for $2 during the upcoming Steam sale (expected in a few weeks). I’d consider buying a controller if possible. An Xbox 360 or Xbox One controller will integrate smoothly and improve navigation and movement. The KM controls aren’t bad, but a controller might make it simpler to pick up.

I recall finding some CDs featuring Gold Games, but I've never seen him play before.

It was a brief encounter, but usually quite calming. Beautiful to observe and navigate—puzzles and some exploration were part of it, though not overly demanding. Just one that stands out.
