Suddenly, I'm unable to modify the service status (win10).
Previously, I managed services easily and could pause them when needed. My connection is slow, so I have to halt delivery optimization and Windows updates because they tend to start automatically during online gaming or run continuously in the morning, consuming all my bandwidth. This morning, I was able to adjust the service status properly. But suddenly it stopped working completely. Everything appears blacked out. It's running Windows 10 home. I'm the administrator, and my account is the only one on the machine. I haven't made any changes since the last time I could disable updates—Windows update was turned off then. Now I can't stop it. Delivery optimization is using all of my bandwidth and I can't control it. Windows Update keeps running while I try to use the computer, and it won't stop either.
