I believe I identified the problem with the random clock spikes I mentioned earlier. Recently, I’ve experienced stuttering or spikes in less demanding sections—like watching water in GTA 5—which then lead to severe stutters when entering a house, followed by many more stutters as I move outside. In World of Warcraft, my FPS has dropped significantly compared to before. Inside low-intensity areas, I’m seeing only around 70 FPS, which is much lower than what I normally get in the real world. This is really frustrating.

Lower weight means more frames needed, which raises CPU usage and forces extra frames... And your processor wasn’t ideal from the start. This pattern is common with a 4C4T CPU. It struggles to maintain a consistent frame rate, causing jitter or stutter when demands peak. The final FPS stays just under the limit for smoother gameplay.
You might waste a lot of time trying to figure out which part of the software or settings is causing the issue. Take a clear look at what happened on your PC over the last couple of weeks and see if any details come to mind.
It seems the GPU drivers were disappearing and then reappearing after a restart, but this pattern stopped afterward.
Uninstall the AMD drivers, use the DDU display driver uninstaller to eliminate issues, restart and reinstall the drivers, then test everything. My suggestion is to give it a try with DDU.
