Focus on monitoring the GPU activity during stutter events. Does the GPU utilization reach zero at those moments? A frame reduction to 60 frames per second isn't considered stuttering. Stutter occurs when the frame rate vanishes completely.

And when I mention 'stutter,' it could refer to stuttering, microstuttering, or FPS drops—I’m not entirely sure they’re the same.

FPS changes are normal, but they don’t mean the game is stuttering. Stuttering refers to the game freezing briefly.

The high frame rate could stem from your mouse. If your mouse lacks smooth transmission, it may cause stuttering effects. Are you employing a wireless device?

Not Razer Taipan, but a wired high-end gaming mouse. That shouldn't be a problem.
