Since I installed my 1060 with 6GB RAM, the game frequently freezes abruptly for about 50 milliseconds, occurring every couple to three minutes. This disrupts my gameplay often. The CPU model is Intel Core i5-3550. Available settings include -threads 4, -freq 144, +mat_queue_mode 2, -novid, and -high.

Before the 1060, what GPU were you using? Did you remove its drivers?

I installed a DDU tool to remove the outdated drivers from my GTS 450.

The Shader Cache in Nvidia Control Panel refers to a storage area for shader data used during rendering. It helps speed up performance by reusing previously generated shaders. In 3D settings, it manages the efficiency of texture and shader loading.

Would a 5400 rpm HDD be it's cause?

I'll relocate it this evening; the launch choices barely managed to hit the FPS, and I often find myself near the smoke that dips it below 144Hz, something I'd rather avoid.
