If this doesn't resolve the issue, try reducing those values so your card operates at lower power consumption. If you're playing CS:GO on low profiles, it may run efficiently without strain. HCP is tied to your monitor/HDMI and can be adjusted through Radeon driver settings or Nvidia controls, while HEPT is managed via Device Manager under system devices.

It seems you're mainly using CSGO. The game is demanding on the CPU, so lower settings likely won't help. Some players have noticed their cards freezing at base clock speeds before resuming, creating spikes. COD MW works well even at top settings.
