I recently enhanced my graphics card and memory. I own a 4070 with an i7 10700, 32GB of 3200 CL16, and a 800W power supply. Previously, I had a 1070 with 16GB and didn’t experience stuttering, but now I notice micro-stuttering in games like R6, Red Dead, and Squad. I’m not fully utilizing the CPU, yet this issue persists. Could it be due to a significant bottleneck or another factor?

Your response time shouldn't be this slow, perhaps that's the issue.
