I resolved it successfully; I need to use version 6.0.24. If this error appears, refer to the WHvSetupPartition failure with details. The system returned code E_FAIL (0x80004005) indicating a VM creation issue.

You're looking for the Virtual Machine Platform to use with WSL. Check your system settings and install it if needed.
