When attempting to overclock my CPU, increasing the voltage doesn't yield the expected results. For instance, setting it to 1.24 volts still leaves it at 1.21 volts and occasionally spikes to 1.245 volts. I'm not sure what to do and feel stuck since higher voltages aren't permitted. Any advice would be greatly appreciated.

Your voltage changes during use because it varies with the load. This is typical behavior for voltage. To reach 5GHz you'll need more than 1.245V; start with 4.8GHz at 1.35V and check the results.
