It looks like one core or thread is stuck at 100%, not sure why that’s happening since I don’t have much open space.

According to Asus' website, you should have a tool named "Fan Xpert4" in your BIOS or as software that can be installed on Windows (or included in a utility package). There you can configure temperature limits and fan speeds. If the default settings cause excessive speed changes, you can tweak them until you achieve steady performance—either fixing the speeds to a fixed number or reducing the frequency of changes. This approach works well after reboots and OS updates, while a Windows utility offers more flexibility for testing optimal settings. Use Task Manager to identify the program causing the issue, which might be Windows updates, Windows Defender, or other software.

Attempted to disable high performance mode but accidentally removed the Ryzen plan edit. The download appears to check for impact, though I remember using it before but can't recall the details. It seems similar to Windows Defender, though I previously noticed it would lock a thread at 100%.

Make sure the minimum CPU usage in your power plan is at 100%. Check if it's using all four cores or just one. It seems the AI suite has caused problems, so I wouldn't suggest it unless you're sure about your settings.
