You're facing issues with your MSI MPG Z390I GAMING EDGE AC ITX motherboard not overclocking properly. It seems the BIOS and system tools are showing 5GHz, but your CPU-z and Task Manager don't reflect higher speeds. The chip appears to be locked at 5GHz on a single core, and you're unsure if you can force overclocking across all cores. Since this isn't typical for MSI boards with Intel chips, you might want to check the BIOS settings for core-specific overclocking options or consult MSI support for guidance. Also, consider the voltage requirements for stable 5GHz overclocking and whether your power supply can handle it.

How exactly have you set it to 5GHz in the BIOS? Screenshots.

Reset CMOS and attempt once more. Occasionally configurations become unresponsive and fail to activate.

Screenshots will be captured shortly. CPU ratio is configured at 50, ring ratio at 47, and the system is in fixed ratio mode. I've experimented with a voltage of 1.36v and Auto settings.

Turn off speedstep/EIST for power-saving if you don't need it. Remember: Stability at a certain voltage doesn't guarantee stability for your chip. You'll need to test what your silicon prefers.

I figured it out. I downloaded Intel XTU and it was causing power throttling. Turning it off resolved the issue completely. The only remaining problem is thermal throttling at certain points. I’ll have to check boosting airflow or switching to a better AIO. Maybe undervolting it could help lower the temperature a bit.
