You're considering whether Windows 11 offers better performance for streaming compared to Windows 10 on your i9 13900K. It sounds like you're experiencing issues where the OS only uses specific CPU cores, causing stuttering in games and streams. This behavior can be improved with Windows 11 due to its optimized core management and overall efficiency, allowing the CPU to utilize all available cores more effectively rather than restricting it.

These versions need Windows 11 to work correctly. That’s why Windows 11 was created, along with the HDR improvement and direct storage features, but they haven’t delivered as expected.

Based on my observations, problems with workloads often appear worse on Windows 11 compared to Windows 10 because the system tends to freeze on E cores. If it only runs on a few cores, switching to Windows 11 might not resolve the issue. Still, moving to Windows 11 could offer scheduling advantages if you're handling multiple tasks, such as streaming. However, it won't necessarily improve direct streaming performance.

It seems you're weighing options but are leaning toward Windows 11 because of its powerful CPU and improved gaming/streaming capabilities.
