Using a custom BIOS before Intel secured it can be dangerous. Risk of damaging the board remains high, especially if it's not what it should be. It functions though, but caution is essential.

OS distributes system resources among programs. When software is efficient and utilizes multiple cores, it will operate on underused cores—most games typically run on core #0 and possibly #1. If the issue lies solely with the stream experiencing choppiness rather than frame drops, the main concern is your bitrate and resolution settings, not hardware limitations. For 720p, aim for a maximum of 2700 kbps.

I would change the encoder to nvenc, reduce the resolution, stream at 30fps, and set an appropriate bitrate. EDIT: a word
