Sure thing! Let's break this down.

First, your hardware looks solid for streaming at the lower settings you mentioned (600fps is doable). Your CPU and GPU should handle the load if you're streaming at those levels.

Second, your internet speed of 1.2MB per second is decent for basic streaming, especially with OBS set up properly. Just make sure your connection is stable and not too slow for smooth playback.

If you need tips on configuring OBS or optimizing your stream, feel free to ask!

Your PC probably manages streaming at reduced quality for certain titles. But your download speed is quite slow. Most streamers need at least 5mb/s upload, using half of that or more for the stream. You could possibly get a decent 480p feed from your machine. I wouldn't expect it to be very enjoyable to watch, but it's worth trying.

Check your connection by running a speed test on speedtest.net. Your current upload speed is 3mb per second. You’re using a Core i3 4130 and streaming on both new and older systems, which gives you a good idea of performance consistency.

Sure, I understand. Your MacBook Pro runs on a mom’s MacBook Pro with a new internet modem offering about 5MB upload speed. However, because it's a modem, it tends to be unstable for your PC and causes frequent connection drops, regardless of other devices. You’re looking to use the lower upload speed for gaming and streaming. It’s possible to set this up, but you’ll need to configure the modem settings carefully or consider a more stable connection method.

Twitch suggests a minimum upload speed of 2mb for streaming. A capture card is necessary if you plan to run separate PCs for gaming and streaming.

It’s not possible at all to configure it that way with your GPU and two display outputs. No way, no chance.

A capture card is just one part that connects to a screen in a computer. It’s important to have it so you can use another computer as part of the gaming experience.

Latest Nvidia graphics cards include hardware encoding, though it appears to be available only in the 600 series and higher models, specifically for GTX cards.

You won't be able to stream your games due to slow upload speed and CPU performance. A bitrate of 1200kbit won't be enjoyable—resolution will be reduced, frame rate will drop to 30 fps or less. Also, playing at high frames per second like 600fps or 130fps isn't feasible unless you have a 144Hz monitor, and your GPU likely can't handle those settings right now.

It doesn't seem to be that way... But who said I'm always streaming new games? I compete in TF2 and CS:GO with solid frame rates on my PC (190 CS:GO and 580+ TF2). I mentioned I run them at high settings, so you'll understand I can handle streaming even on a less powerful system. When I stream CS:GO or TF2, my hardware still manages to keep up. Now, could anyone suggest the right stream settings for a low upload speed?
