I operate a kiosk without nearby Wi-Fi coverage. It's quite monotonous. I connected a Netgear router using a USB HDD filled with my movies for streaming via its built-in Ready Share feature. VLC appears to be the top choice, and it functions properly—just ensure mobile data is disabled on my phone. When data is active, VLC detects the network but can't access the Ready Share folder. Since the router's internet isn't available behind it, Android defaults to cellular for DHCP, which I believe resolves the main issue. Do you know if anyone has experienced similar setups with Android or Netgear for streaming locally while staying on cellular data?

You might need to update the IP settings on the phone or connect via a USB hotspot using your SIM card to access the internet.

Update & close: The router's share feature stopped working. FTP and HTTP access to the drive aren't functioning. Connected it straight to a PC, which works perfectly. Going ahead, I bought an OTG cable. With the HDD's internal cable, I can link directly now.
