I need something specific about software or methods for syncing video playback between two computers. If you're curious why, it's because I want to enjoy anime and other shows with a friend who has poor internet. We've tried services like mycircle.tv, but they either play too low a bitrate or can't encode properly, which isn't ideal. I really dislike watching great content when it gets distorted. Before you suggest the 3-2-1 method, I thought it would be worth checking with you for better options. Thanks in advance!

Create a script to start a file at a specific moment. Align both devices to the same shared time. Ensure the media player is open first to reduce loading differences between PCs. As long as everyone sets their clocks correctly, the timing should match across computers. It really doesn’t matter much if each is a few seconds off—audio/video chats will still work smoothly.

It wouldn't be the same without features like Google Hangouts and sharing screenshots. I was expecting it to stay offline.

I thought there would be few choices besides creating my own fix. The quality loss in Google Hangouts motivated me to try something else. I discovered a method that helps those who encounter this issue. I transformed my .mkv files into .mp4 using AVC encoding and set the bitrate to 3000. Then I uploaded the file to Dropbox in the public folder, which should also work on other platforms that support direct downloads. http://cytu.be/ allows .mp4 playback if you have access to the direct link.
