It works well when using a 7000bitrate setting with either a fast or medium preset at 720p60 or 1080p30. You might even achieve 1080p60 on that CPU.

I have a 175mbps download speed and a 16mbps upload rate. Most games run on the low preset, which can affect performance for competitive play. I'm searching for optimal settings to eventually achieve 1080p60fps for my stream. I won't be upgrading my GPU for a while.

1080p60 isn't really viable due to poor upload speeds. You'll need more than 20mbps for high-quality 1080p60. Go for 720p60 instead. 1080p may restrict in-game graphics since your GPU is only a midrange model.
