I believe the issue lies in the fact that only 30% of my CPU and GPU are being utilized. It should be closer to 80%, and I’ve seen some YouTube videos suggesting it doesn’t really affect the game if there’s more RAM since it only uses 2GB. That could also be a problem, as my device doesn’t seem to get used properly and I’m unsure why. Please help me understand.

Bad? No, it's not bad. Ideal? No, it's not perfect. Your ping is 24, not 20—that will also change. The best range is 0-5. Excellent is 6-10, good is 11-15, and ideal is 6-16. In Fortnite with a Ryzen 5/1070 setup? At those low settings you're on? Probably not. Fortnite runs fine even on a basic machine. If you want more performance, raise your graphics settings to ultra. It doesn't make much difference in CPU usage since the game isn't CPU-heavy, but it will increase GPU usage noticeably.
I checked other videos too, and even with graphics enabled, the usage drops. On 1080 settings it's still around 70 to 80%. I've noticed similar problems from others. It seems my FPS in Fortnite dropping at the same time as the usage decrease is connected to this issue. Holy if you can fix this problem, I'll pay you $5 via PayPal.
