I’m located in Italy but I have an iPod touch there. I need to shop online but face two issues: 1) the site isn’t displaying content in English, and 2) I want the store to recognize me as being in the US so I can use USD prices and deals. I’m using the ORIGIN STORE, not the app version.

I also use HotSpot Shield and it functions well for me. It doesn't work with Steam, though.

Proxy should function. Ensure US remains your selected home country in the profile settings.

They won't ban you outright. However, they'll prevent you from buying again unless you contact their poor customer service to remove the restriction. It seems like an automated process, something I saw with a friend.
