I encounter this problem on a Windows Insider machine occasionally. It's quite bothersome. Use wsreset.exe, and if it doesn't resolve the issue, attempt to uninstall and reinstall the Microsoft Store entirely.

It's amusing since the issue clearly indicates my Windows updates are turned off, preventing any progress.

It could be approached another way now. It’s been a while since I kept adjusting the settings; maybe when Microsoft added new features for handling updates.
