The issue might be due to insufficient RAM. You’re getting 31.9 GB usable instead of the full 32 GB because your system is only recognizing 31.9 GB of memory. Check if the correct amount of RAM is installed and ensure it matches the specifications. If not, install the appropriate amount of RAM and verify the installation.

i'm in the same situation too, moving from 2x8gb to 2x16gb. my system shows 31.8gb available, but it says only 31.9gb can be used, which made me laugh.
