It's possible, so it's often recommended to set up Windows on just one drive. Now, if you take out the HDD, Windows might not start at all. Or it could be a recovery disk or something like that.

You can move it to an SDD drive, but you’ll likely need to reinstall Windows 10 without using the old HDD.
