Two days ago I added some ARK DLCs and now I can't restart or turn off my computer. When I press the restart button it keeps looping until the restart screen appears, then it just stays. If I try to shut it down, the monitor and all apps shut down, but the PC remains active—lights, fans, RGB, keyboard, and microphone still work. Occasionally nothing happens when I press both restart and shutdown buttons. I've tried reinstalling Steam to check for file issues that might be causing the problem, but it doesn't fix it.

Running the command in CMD might trigger an immediate restart, similar to a Windows problem. It’s wise to back up your information and try a system refresh via Settings > Recovery > reinstall now to keep your data safe. A backup is always recommended.

I regularly perform this task when I configure each PC: open an admin CMD window and execute a script that forces a shutdown, reboots, and restarts applications. It’s useful to have such a routine. You might consider adding the /f option if it doesn’t work. Additionally, install a Windows update and run a Defender scan—it could be malware.

I think this seems related to a Windows problem. Try removing the game and any DLCs first, and if it still doesn’t work, perform a fresh installation after backing up your files. Windows can be quite unpredictable.

The system paused roughly half to a second after you entered the command. However, you remain stuck there.

I restored Windows without a full wipe, keeping my files intact. It functioned properly initially, but later it stopped working. I plan to perform a complete reinstall and check the results.

W11 24h2 stands out as the largest messy waste I've encountered recently. It's a very unstable and buggy OS that shouldn't have been deployed on Microsoft servers or the new Outlook 365. This is clearly the most unstable beta version ever released in production—definitely not an update that functions properly without causing problems. Still, it's worth noting that a clean installation of W11 might be the only solution. I'd suggest setting up snapshots or a backup system to prevent similar issues down the line; if things go wrong, you can revert to a backup easily.
