It's likely the network setup was divided into two jacks by whoever ran it, or they didn't configure it properly. If other devices connect to a gigabit switch, they'll claim a gigabit link even though the switch only supports 100 megabits back to your router. You're probably thinking the problem is on your PC, but until you test with something else or use a different network port, you can't be sure.
