I just reinstalled Windows and Steam, so everything is fresh. It looks like the problem has calmed down after a few minutes and is now functioning properly again. You mentioned it might be an issue with your ISP.

Are you engaged in a game during this time? Also, check the Steam settings to see if any options are enabled or disabled that relate to what you're discussing.
