I question that claim. The Steam region was locked to its games soon after the Russian economy collapsed...at least during the previous collapse.

It's possible to send games from richer areas (like Europe) to less affluent regions (such as parts of Asia or Russia). However, be aware of the restrictions—some regions have strict rules about gifting games. Recent discussions suggest that Southeast Asia is fully restricted, and it might not be possible to send games there. Alternatively, purchasing a game in Europe and sending it to someone else could work if you ensure it's an unrestricted copy. The recipient may still face limitations.

Asia has a region lock which might make it better to send him a Steam wallet instead of playing the game. The game also relies on server availability; you might not be able to play together because of that. Region lock is actually a plus since we get games at lower prices compared to G2A or other deals. Asia offers the third lowest prices, right after Russia and Brazil. However, some games are still missing, like FF III, Metal Gear Rising, Street Fighter x Tekken, and more, especially before they shut down.
