Today I added 11 to my rig after installing an M.2 drive. Everything seems fine there. Now, my games are on an SSD and Steam usually recognizes them. Interestingly, it doesn’t work as expected. The unusual part is that I think I should be able to choose where the files go, but this option is no longer available. Every page I checked clearly says to go under the setting, pick download, and there it should be listed "steam library folder." Instead, I see "download region." When going into settings again, under download it shows storage. There I can pick the drive (which is D in my case), but when I click the three dots and choose "brows folder," it just opens the folder itself. I can’t select a different destination for the games. It does say it finds games, but still can’t recognize them. Downloading the games isn’t too complicated, yet it’s strange that Steam itself can’t identify them. I’ve done this a few times without problems, but now with 11 installed, the layout on Steam has changed slightly. Do you know why this happens?

The majority of the guidelines are designed for the older Steam layout. I notice the same situation as you do.
this might help:

Thank you. I'll give it a shot. Also strange that even after uploading the files to the created folder, Steam still can't recognize them.

It might be due to corrupted ACP files, as noted in the link too.
