Hello, my friend recently received CS:GO as a gift from G2A. Now he can't add me either—I can't. The price is 13 euros on Steam and 7.90 on G2A. I don’t have enough money on PayPal to buy it directly from Steam, and if I do, I’m unsure how to invite everyone to the lobby properly so we can play together. What should I do? If I try to add someone, the system says: your account doesn’t meet the requirements for this feature.

He needs to allocate funds from his account, is I right? Probably not the Smurf you mentioned!

You need to invest a minimum of $5 to connect with someone on Steam.
