I switched to an SSD for my operating system and programs, keeping games on the HDD. Steam isn’t identifying the transferred games and keeps re-downloading them. I’ve organized them under "Local disk (FSmile - Steam - steamapps" and it worked before. Now the games aren’t recognized and start downloading again. I tried this yesterday, but it’s not working properly now. Anyone have suggestions or know how to fix this?

Your message is really confusing. Please restart your games, okay?

I solved the issue on my own. I had to set up a map named "common" inside SteamApps on my HDD. Now the game is recognized and installed.
