It's possible but not necessarily the issue you think. Even if it is, it might be related to servers or the software being decrypted during download, which could affect speed. Changing the download region in Steam settings might help slightly, but it's unlikely to resolve the problem. In short, there probably isn't much you can do.

There might be some technical constraints, but often ISPs restrict bandwidth for certain services like Steam or YouTube by accident. This doesn<|pad|>'s affect your actual download speed, which is set by your service plan and could be much slower.
