Steam didn't immediately transfer sales and pricing decisions to the developer last year. It seems Ubisoft maintains certain influence over Steam's pricing for their titles.

It really makes more sense for Ubisoft to boost sales through Uplay since then they wouldn’t need to share revenue with anyone else. Developers usually had the power to set prices themselves. Just last year things changed because the developers gained better tools, making them less dependent on Valve. Steam or Valve still take a cut, but that’s the usual situation.

The same applies to regional pricing. While Steam offers choices for different areas, if a game still displays €=price, it's the publisher who ends up charging you.
