According to my understanding, Steam doesn't currently limit downloads based on your PC's power.

The only issue I've observed is it won't download or install without sufficient storage space.

I'll check it out. It's my friend Laptop, and I was trying to get his help. He mentioned Steam told him the performance wasn't sufficient for downloading. Might have been because there wasn't enough space on the HDD.
