ark isn't included in the game's overlay, but I attempted a reinstall and turned it on via launch settings. It functions properly in Left 4 Dead 2 and Half-Life: Alyx.

Referees use Shift+TAB with the Steam overlay enabled? Yes. Ensure it's not running MSI Afterburner or another display app that blocks access.

It kept preventing access even without the file, so I ended up closing it in Task Manager.

some of its services runs in the background, so make sure it should not be set as "Launch on startup"
