I needed to restart my Windows 8.1 system, which removed most of my applications, including Steam. After reinstalling Steam, my entire library appeared grayed out, showing no games were present. However, when I examined the hard drives, the games remained installed on the drive itself, occupying space. What should I do?

I'll remove any references to games and re-downloads unless another method is suggested. Hope that works!

It's common to proceed with installing games; just tap 'install' and it will start recognizing your files. After a few minutes, it will scan everything and launch the game. Repeat this for each folder in your collection.
