I think save files are meant to stay local in Skylines. You can choose to save manually whenever you like, opting out of cloud saves so they don’t interfere. With no DRM concerns, everything should function properly offline using local save options.

The refund procedure usually takes a certain amount of time. Right now you're concerned about it timing with the end of the sale period for your purchase. You might need to wait for another sale or decide to buy at the regular price.
