Navigate to your Steam setup directory (usually C:\Program Files (x86)\Steam), open Steam.exe as an administrator, and check if the issues persist. If Steam/SteamClient.exe appears in Task Manager, terminate those processes.

Occasionally this occurs—just launch Task Manager, stop Steam, and it should allow access again.
