It's common to experience this behavior when downloading the growth beta. Your speeds fluctuating around 4MBPS before dropping to near zero for a short time, then recovering, is not unusual. Have you checked your internet connection stability or network congestion?

How quickly does your hard drive perform? I wasn’t aware hard drives could move that fast. Yes, OP was downloading Insurgency at the same time, which might explain the issue. Probably the Steam servers were the culprit.

Approximately 150 Mbps upload speed available. Steam is the primary consumer, with minimal usage at 5-10%.

Yes, it can too. Running a speed test on speedtest.net may affect your connection speed and results.
